In a 4 quart Dutch oven or pot, cook onion in olive oil until brown and translucent. Add ground beef and brown. Drain off fat if necessary. Add celery, carrots, garlic, tomatoes, potatoes, water, bullion, parsley, oregano, basil and pepper. Bring to boil and reduce heat to simmer for 20 minutes. Stir in the cabbage and pasta then cover and simmer 15 minutes more. Serve with parmesan cheese for topping.
